The registration document tells you more about a used car than the seller does
A seller can talk around almost anything. The paperwork answers in a code that every European country shares.
Pull the registration certificate out of any car in the European Union and the layout will look unfamiliar, the language may well be one you do not read, and the fields will still say exactly the same things in exactly the same order of letters. Since Directive 1999/37/EC, every certificate issued in the Union carries the same harmonised codes, from A at the top to X at the bottom. A is the registration number. B is the date the car was first registered anywhere. E is the vehicle identification number, F.1 is the most the car is allowed to weigh, V.7 is the CO2 figure your tax is calculated on. A German Fahrzeugschein, a French carte grise, a Belgian inschrijvingsbewijs and a Dutch kentekenbewijs are the same document wearing different clothes. Learn six of those letters and you can date a car, weigh it, identify it and predict roughly what it will cost to keep, standing in a stranger's driveway, before you have opened the bonnet or plugged in a single diagnostic tool.
Why the letters mean the same thing in every language
The directive did two useful things. It fixed a common set of data fields and gave each one a code, so a registration office in one member state can read a certificate issued in another without translating a word of it, and it obliged member states to recognise each other's certificates when a car is re-registered after a move or a cross-border sale. It also allowed each country to issue the certificate either as one document or split into two parts. Part I holds the vehicle and holder data and is the half that travels with the car; Part II is the ownership half, and it is meant to live in a drawer at home rather than in the glovebox, precisely because someone who has both parts can do a great deal more with a stolen car than someone who has neither. Member states may require the driver to carry Part I, and most do, which gives a driver a simple working rule: Part I in the car, Part II locked away indoors.
B and I: the two dates that give away a car's real age
B is the date of first registration of the vehicle. I is the date of the registration that this particular certificate refers to. On a car that has spent its whole life with one owner in one country, the two are the same or close to it. When they are far apart, something happened, and that gap is the most useful thing on the page for a buyer. The car was imported and re-registered, or it changed hands, or it came back onto the road after a long spell deregistered. Advertisements quote the year the car arrived in the country, while depreciation, the manufacturer warranty and the whole idea of a "2025 car" run from B. A car advertised as a 2025 model with B reading March 2023 is a two-year-old car, whatever the plate suggests. The same effect turns up domestically as pre-registration: a dealer registers a car to itself to hit a target, and it reaches you months later with delivery mileage and a warranty that has been quietly running down since B. A long deregistration followed by a fresh I deserves a direct question too, because cars come back onto the register after a rebuild, and if the rebuild followed an insurance total loss, what the car is really worth on paper becomes a live question again.
E, D.2 and K: is it the car the advert says it is
E is the vehicle identification number, seventeen characters long. It should match the plate riveted into the engine bay or the door shut and the number stamped into the body itself, and comparing all three takes about thirty seconds. A mismatch, an overpainted plate or a stamping that looks re-struck ends the viewing, politely and immediately. D.1 is the make and D.3 the commercial description, but D.2 is the field worth knowing about: type, variant and version exactly as they appear on the type approval, which pins down the engine and body the car actually left the factory with rather than the badge someone screwed onto the boot lid. If you are paying extra for a specific version, D.2 is where you confirm you are getting it. K is the type-approval number. A normal series-production car has one. If K is empty, or points to an individual approval, the car reached the road outside the usual channels: an import from outside the Union, a rebuilt or heavily modified vehicle, a small-series build. None of that is automatically bad, and some of the most interesting cars in Europe are registered exactly that way, but it changes what an insurer will quote and how long the car takes to sell again.
F.1 minus G is what you can actually load
F.1 is the maximum technically permissible laden mass, the most the car is allowed to weigh with everything and everyone in it. G is the mass of the vehicle in service, the car as it stands with its bodywork, its fluids and, under the usual convention, a 75 kg driver. Subtract G from F.1 and you have the payload, and that is the number that surprises people. Everything counts against it: passengers, luggage, the roof box, the bikes hanging off the back, the nose weight of a trailer. A well-equipped mid-size estate can leave you under 500 kg to play with, and a heavy electric SUV often less, which a family of five with a fortnight's luggage can consume entirely. Two neighbouring codes matter here as well: O.1 and O.2, the technically permissible towable mass with and without brakes on the trailer. Read them together with your licence, because a category B licence covers a vehicle up to 3,500 kg towing a trailer up to 750 kg, or a combination up to 3,500 kg in total, and beyond that you need B96 or BE. Overloading is not a paperwork technicality. It stretches your braking distance, it is a straightforward roadside fine in every European country, and an insurer looking for a reason to argue after a crash will happily use it.
P.3, V.7 and V.9: the fields your tax office and the city gates read
P.3 is the fuel or power source, and it is the field automated systems reach for first, at a low emission zone camera, on a tax assessment, in an insurance quote. P.1 is the engine capacity and P.2 the engine power, which the document states in metric units; multiply that figure by 1.36 to get horsepower. Several countries still tax on capacity or on power while others have moved to CO2 or to mass, which is why the same car can cost wildly different amounts to keep in two countries a hundred kilometres apart. V.7 is the CO2 figure in grams per kilometre, and in any country that levies a registration tax or taxes a company car on emissions it is the most expensive number on the page. It comes with a trap: figures on certificates issued before the WLTP switch-over came from the older NEDC test and read roughly a fifth lower than a WLTP figure for the same car, so holding a 2016 document next to a 2022 one is not comparing like with like. V.9 is the environmental category of the type approval, which in practice means the Euro standard, and that single field decides whether the car may enter the growing list of European city centres that filter traffic by emissions class. Check it before you buy a car you intend to drive into a city, not after.
Buying across a border, and the field marked X
If you buy in another member state, mutual recognition means your own authority has to accept the foreign certificate, but it will want the original, and where the country of origin issues two parts it will usually want both of them. A missing Part II stops a re-registration dead, and it is the most common reason a cheap car from abroad turns into a long and expensive administrative story. The certificate is also not the same thing as a certificate of conformity, the manufacturer's document confirming which European type approval the car was built to, which many authorities ask for when a car is registered in a new country and which takes money and weeks to replace. Since 2018 the harmonised set has also included code X for roadworthiness test information, so on the certificates that print it you can see proof of the last test or the date the next one falls due, though not every country uses the field. The broader habit is the one worth keeping: any field with a letter code beside it is a European field and means the same thing across the Union, and anything printed without one is a national addition that does not travel with the car.
What to actually do
Six letters, five minutes, and you read them before the test drive rather than after the deposit. It pairs neatly with the physical checks you make on the same walk round, such as how old the tyres actually are.
Photograph the certificate at the viewing, then read B against I. A gap means an import, a change of hands or a car that came back onto the register, and each of those is a question worth asking out loud.
Check E against the VIN plate in the engine bay or door shut and the number stamped into the body. Three matches, or you walk away.
Confirm D.2 if you are paying for a specific version, and treat an empty K, or an individual approval, as a phone call to your insurer before you commit.
Work out F.1 minus G before a holiday. That is your entire payload, passengers included, and O.1 is the trailer limit that goes with it.
Read V.9 before buying a car you plan to drive into a city, and V.7 before you assume you know what it will cost to register and tax.
Remember that P.2 is metric. Multiply by 1.36 for horsepower rather than comparing it with a brochure figure.
Keep Part I in the car and Part II at home, and hand neither to anyone who has not yet paid you.

My registration document comes in two parts. Which one stays with the car?
Part I. It carries the vehicle and holder data, it is the half a police officer asks for at the roadside, and member states are allowed to require the driver to have it in the car. Part II is the ownership half and belongs in a drawer at home, because it is what a buyer or a registration office needs to transfer the car. Countries that issue a single document treat that one document as both, which is worth knowing when you buy abroad: whether the seller hands you one piece of paper or two depends on where the car is registered, not on how honest the seller is. What matters is that everything the certificate shows about the car is the original, not a photocopy, and that it comes to you at the moment the money does.
Does the certificate prove that the seller owns the car?
No, and this is the misunderstanding that costs people the most money. C.1 names the holder of the registration certificate, which is the person or company responsible for the vehicle, and that is not automatically the owner. The harmonised set has separate fields for exactly that reason: C.2 for the owner where a country chooses to print it, and C.4 to state whether the holder is the owner, is not the owner, or is not identified as one. A leased or financed car very often shows a finance company as owner while the driver appears as holder, and that car cannot be sold to you until the finance is settled. Ask to see the purchase invoice or the settlement letter alongside the certificate, and if you are on the other side of the deal, selling privately has its own paperwork tail that does not end when the buyer drives away.
The CO2 on the papers does not match the manufacturer's figure. Which one counts?
For tax, insurance and any emissions-based scheme, the figure in V.7 on the certificate is the one that counts, because that is the number the systems read. The mismatch is usually a test-cycle question rather than an error. Cars type-approved under the old NEDC procedure carry figures that are roughly a fifth lower than what the same car records under WLTP, and during the changeover years some certificates showed a correlated NEDC value alongside the WLTP one, which is why two apparently identical cars can be taxed differently. When you are comparing two used cars, compare the V.7 fields on their certificates rather than the numbers in an old road test, and if a car is being sold on the strength of a low tax band, check that the band was calculated from the figure actually printed on its papers.
Do I legally have to carry the document when I drive?
The directive allows member states to require the driver to carry Part I, and most of them do, so assume yes unless you know otherwise for your own country. Driving in another European country makes the answer simpler still: police who stop you will ask for the registration document, your licence and proof of insurance, and producing them on the spot turns a check into a two-minute conversation. Carry the original Part I rather than a copy, since acceptance of copies varies and is not something you want to argue about at the roadside. If the car is leased or belongs to a company, ask for the authorisation letter that goes with it, and if you are driving a hire car, the documents in the folder are the ones the rental company is required to provide. Part II still stays at home.
The seller says the paperwork is lost or still with the leasing company. What then?
Then the deal is not ready, and no amount of goodwill on your side can make it ready. A duplicate certificate can generally only be requested by the registered holder, so a car whose papers are missing is a car only the seller can fix, and it has to be fixed before money moves. The same applies to a lease or finance agreement that has not been settled: the finance company holds the entitlement, and until it releases the car there is nothing for you to register. This is also the moment to be suspicious rather than sympathetic, because missing documents are the oldest cover story for a car that is not the seller's to sell, has outstanding finance against it, or has an identity that will not survive a check. Wait for the original certificate, match E on it against the car in front of you, and pay only then.
