In heavy rain your car can be lit at the front and completely dark at the back

Daytime running lights have been compulsory on new passenger cars type-approved in the European Union since February 2011, and on new trucks and buses since August 2012, which is why oncoming traffic has looked so much easier to pick out for the past fifteen years. What almost nobody was told is that the rule described a forward-facing device and nothing else. A daytime running lamp is its own approved lamp type, built to make an approaching car conspicuous in daylight, and on the majority of cars now on European roads switching it on switches on precisely nothing at the rear. In clear weather that hardly matters, because a car in bright daylight is perfectly visible from behind on its own. The problem arrives on the afternoons when it stops being bright: stair-rod rain under a black cloud front, dense spray on a motorway, an autumn hill in fog, the mouth of a tunnel. The sensor behind the AUTO position measures ambient brightness, not how far anyone can see, so it looks at that grey afternoon and concludes it is still daytime. You drive on with a bright face and a completely dark tail through exactly the conditions in which the car behind needs the most warning it can get.
A lamp built to work in one direction
European lighting rules separate lamps by the job they do. A daytime running lamp is approved under its own United Nations regulation as a forward-facing lamp whose only purpose is conspicuity in daylight, which is why it is bright, aimed straight ahead and useless for lighting the road. Rear position lamps, the modest red lights that tell the world where your car ends, live on a different circuit and traditionally came on only when you selected side lights or dipped beam. The original European requirement obliged manufacturers to fit the front device and left the rear question open, so most of them wired it the simplest way available: daytime running lights at the front, nothing at all at the back. This is not a fault, not a scandal and not something a dealer can repair. It is how the car was approved, and it is how most of the traffic around you is behaving right now.
Why the automatic setting is not the safety net you assume
The sensor sitting behind your windscreen reads how much light falls on it and calls for dipped beam when that number drops. It handles dusk, tunnels and multi-storey car parks well, and that success is exactly why drivers trust it further than they should. It cannot read fog and it cannot read spray, because fog and heavy rain scatter light rather than remove it. A bank of fog at ten in the morning can look blindingly bright to a sensor while your real sight line is under a hundred metres, and the system leaves you on daytime running lights throughout. European motoring clubs repeat the same warning every autumn: the light sensor does not recognise fog or haze, and it often reacts late at a tunnel mouth or under a sudden storm front. Newer cars have begun closing the gap by linking the headlights to the wipers, so a few sweeps of the blades bring the dipped beam on by themselves. If your car does that, it is worth knowing. Plenty of cars sold in the last decade do not, and the moment the rain starts is also the moment the road offers you the least grip it has all week.
The rule has changed, but not for the car on your driveway
European lighting law has caught up, quietly, and only for new approvals. Under the seventh series of amendments to the United Nations regulation governing how lamps are installed, switching the rear position lamps on together with the daytime running lights was left to the manufacturer as an option. The eighth series turned that option into an obligation: when the daytime running lights are on, at least the rear position lamps have to be on as well. Even then there is a get-out, because those rear lamps are allowed to stay dark while the light outside the car sits above 7,000 lux, a level that describes a genuinely bright day rather than a grey one. It is a sensible correction. It also does nothing whatsoever for the car you already own, because type approval rules bite on new vehicles and the average passenger car on European roads is now well past twelve years old. For most people reading this, the behaviour described above is still their own car's behaviour, and will be for years yet.
What the law asks of your car and what it asks of you are different questions
Fitting rules bind manufacturers. Use rules bind the driver, and across Europe they say much the same thing: dipped headlights are required whenever visibility is poor, whatever the clock says. The Dutch code is explicit that dipped beam is mandatory during the day in fog, heavy rain, hail or snow. German traffic law requires it in twilight, in darkness and whenever visibility conditions demand it. Belgium and most of its neighbours word it in the same spirit, and a row of countries goes further by requiring lights at all times, day and night, all year, as the Nordic states have done for decades and several central and eastern European countries adopted later. Daytime running lights satisfy that permanent daytime obligation in some places, but they satisfy a poor-visibility rule nowhere, because every one of those rules names dipped beam, and dipped beam brings the tail lights with it. It fits a wider pattern in which European cars now do a great deal automatically while the driver stays responsible for the result, from emissions software to the speed warning every new car carries. One warning in the opposite direction: the rear fog light is not the answer here. It exists for visibility below roughly fifty metres, it is far brighter than a tail light, and leaving it on in ordinary rain dazzles the driver behind and drowns out your brake lights.
What to actually do
None of this needs a garage, a retrofit or a different car. It needs one habit, one ten-second check, and knowing which of the two generations of wiring you happen to be driving.
Treat the wiper stalk as your light switch. If the wipers are running, twist the light control to dipped beam and leave it there. That single habit closes the entire gap, in every country, in every car.
Learn what your instrument panel is telling you. The green position lamp symbol or the dipped beam symbol means the rear lights are live. Daytime running lights usually show nothing at all, which is why the dashboard feels reassuring when it should not.
Check your own tail once, tonight. Reverse up to a shop window or a pale garage door in the dark with the switch on AUTO or off, and look at the reflection. Whatever you see there is what the driver behind you sees in daytime rain.
Do not lean on AUTO in fog, spray or under a black sky. Check the handbook for whether your car links the headlights to the wipers. If it does not, you are the sensor.
Leaving dipped beam on permanently is a perfectly reasonable choice. On a modern car the fuel cost is a rounding error, several European countries require it anyway, and it removes the decision entirely.
Keep the rear fog light for visibility under about fifty metres and switch it off the moment the fog thins. It is the one light that does more harm than good when it is not needed.

How do I know whether my car already lights the rear with the daytime running lights?
Look rather than guess, because there is no reliable rule by brand, price or age. Park facing a reflective surface in the dark, start the engine, leave the light switch off or on AUTO, and see whether anything red appears behind you. Some manufacturers have wired the rear lamps to the daytime running lights for years, particularly on cars developed for Scandinavian markets where permanent lighting has long been required, while others in the same showroom have not. Cars approved to the newest series of the installation regulation must now do it, but the only thing that settles the question for the car in front of you is a reflection or a second pair of eyes.
Shouldn't the dashboard warn me my lights are off?
It used to, by accident. In older cars the instrument lighting was dim until you switched the lights on, so driving at dusk with an unlit dial pack was an obvious prompt. A modern digital cluster is fully, evenly bright whatever the light switch is doing, so that cue has quietly disappeared, and the only remaining signal is the small green symbol for position lamps or dipped beam. It belongs to a small family of dashboard signals that do not mean what drivers assume, alongside the tyre pressure light that is not a pressure gauge.
Are daytime running lights still worth having, then?
Very much so, for the job they were designed to do. They exist because a car approaching head on, or emerging at a junction, is markedly easier to detect and to judge for speed and distance when it carries a bright light signature, and that benefit shows up in daylight rather than at night. The criticism in this article is not that the lamps are useless. It is that they are a solution to one specific problem, being seen from the front in daylight, and drivers have quietly reinterpreted them as a general-purpose lighting mode that handles everything.
Will I dazzle anyone by running dipped beam in daylight?
No. A dipped beam is designed and aimed precisely so that it does not throw light into the eyes of oncoming drivers, which is the whole point of the cut-off in its beam pattern, and countries that require lights around the clock have run that experiment on a national scale for decades. If anything the risk runs the other way, since daytime running lights are undipped and in fog they can scatter more light back at oncoming traffic than a dipped beam does. The only genuine dazzle complaint concerns misaligned headlights, which is a matter for your next inspection rather than a reason to drive dark.
Are side lights enough in rain, or does it have to be dipped beam?
Dipped beam. Side lights, sometimes called position or parking lights, are there to mark a stationary or parked car's outline, and they are far too weak to make a moving vehicle stand out against wet tarmac and spray. They do at least bring the rear lamps on, which makes them better than daytime running lights alone, but no European poor-visibility rule is satisfied by them, and no driver behind you will pick them out at motorway speed through a wall of water.
